The short answer is yes. The video by really Graceful  only highlights spraying and chem-trails but they have so many other methods now including electronic (scalar plasma etc)  using NEXRAD and HAARP and microwaves. They employ bunker fuels at sea and even ground based spaying.   Then there is ice nucleation using bacteria.  They are insane. Watch the report by Mike Morales and look what they are doing over Oregon and then tell me it is not weather warfare.
