Sri Lanka  is in dire straits and Russia is offering oil, coal and wheat despite Sri Lanka being incapable of paying off any debt.   Of course Russia is not solely acting out of goodwill but out of self-interest.  Actions like this will push Russia, India and China closer together. Everything the West is doing is having the opposite effect that was desired.
