If the ice is decreasing it is because of man made climate change and when it starts increasing that is also due to man made climate change (increased atmospheric moisture producing more snow). The permafrost is melting and that does release methane but the cause is incoming radiation. Nothing humans do will stop volcanoes, earthquakes or permafrost melt. Might as well try and hold back the tide. As to the state of ice accumulation check out the NASA data (if you believe them):
